HIAS Pennsylvaniais recognized by the Executive Office of Immigration Review (EOIR) of the Department of Justice as a voluntary agency permitted to host immigration specialists known as accredited representatives who can provide immigration legal services. HIAS Pennsylvania is one of the largest non-profit immigration legal service providers in Pennsylvania. With a current staff of 10 attorneys and 4 accredited representatives, the organization assists low income immigrants with adjustment of status, removal defense, family unification, citizenship, and asylum. HIAS Pennsylvania prioritizes providing services to vulnerable populations including survivors of interpersonal violence and unaccompanied and abused youth.
HIAS Pennsylvania’s Immigrant Youth Advocacy Project provides immigration legal services to youth in Eastern Pennsylvania and is the only project of its kind in Pennsylvania dedicated exclusively to this work. Because of the increased number of unaccompanied youth entering the United States, largely from Central America, the Office of Refugee Resettlement has contracted an agency in Lehigh County, Pennsylvania to provide temporary shelter for youth who are apprehended by immigration authorities. We seek a temporary Know Your Rights (KYR) Specialist to join our staff to provide services to youth at this shelter. The KYR Specialist will report to the Immigrant Youth Advocacy Supervising Attorney.
This is a full-time, temporary position that runs from June 1, 2017 through September 30, 2017.
Salary: This is a non-exempt position; salary is commensurate with that of those in similar accredited representative/immigration specialist positions.
Summary of Responsibilities:
Know Your Rights presentations, individualized screenings and pre-court orientations in appropriate language (50% of responsibilities)
The KYR Specialist will travel to Lehigh County at least once a week, and in peak times up to three a week to meet with newly detained youth and provide a Know Your Rights presentation which advises youth of relevant immigration procedures and options. The Specialist will also provide individualized screenings to evaluate each case and discuss options with youth. The KYR Specialist will use existing KYR materials and with the attorney, update materials as needed.
Coordinate limited representation and case assistance, with in-house staff and pro bono volunteers and referrals to other legal service providers (50% of responsibilities)
The KYR Specialist will perform an intake on each case to determine the youth’s need for legal assistance. Legal assistance may be short term or long term and may be provided either by the HIAS Pennsylvania staff attorney, HIAS Pennsylvania Managing Attorney or a pro bono attorney. The KYR Specialist will also be responsible for assisting to refer cases to other legal service providers across the country. The KYR Specialist will be expected to keep detailed and clear records of each case, write up the assessments with the assistance of HIAS Pennsylvania attorneys and track referrals and monitor case outcomes. The KYR Specialist must adhere to any data collection requirements of the funder.
